When I first started making skins, it would take FOREVER to find a good base. Every skinner should know how to create good hair, just in case!

First, choose 5-6 colors to use. Put them on a different part of the skin, such as the legs.

Next, make an outline of the hair using the darkest colour.
Now, you can shade in a number of different ways.
Basic#1:

Step 1 - Start with a 2x2 square in the centre of the head, using the lightest colour.

Step 2 - Surround the square with a slightly darker colour like so.

Step 3 - Keep repeating Step 2 until you get something resembling this.

Step 4 - Repeat steps 1-3 on all sides of the head.

Basic#2:

Step 1 - Start with a 2x2 square in the middle of the head with two pixels off to each side, using the lightest colour.
